II. Job Purpose and Organizational Context
Under the guidance and direct supervision of the Public Information Officer, the National Reports and Public Information Officer participates in the implementation of the corporate communications strategy, as well as in the design and implementation of OCHA Regional Office for Southern and Eastern Africa (ROSEA) communications and publications which are geared to influence the humanitarian agenda, promote public and media outreach and mobilize support for humanitarian operations in the region.
III. Impact of Results
The key results have an impact on creation of effective communications and dissemination of information on humanitarian issues and response in the Southern and Eastern Africa region, raising awareness of, and galvanizing support for, the plight of people in need.
IV. Duties and Responsibilities
1) Be part of OCHA ROSEA’s surge capacity and deploy on surge to countries within and beyond the region:
• Monitor the situation in countries in the region and gather information on humanitarian, socio-economic, political, security, regional and cross-border issues and other relevant concern
• Research analyze, and present information gathered from diverse sources on assigned topics/issues
2) Ensure daily operational updates
Draft and edit daily operational updates on countries in the region for submission to OC Headquarters;
Compile and process data from a wide variety of sources and prepare a range of reports and humanitarian briefings - including Humanitarian Snapshots, Flash Updates, Situation Reports, Country Operational Briefs, Briefing Packs for high-level missions etc. - as requested, for internal and external use;
Conduct reporting and analysis, including preparing in-depth analytical reports and reflection papers on critical humanitarian issues and themes on the region and/or countries in the region, as requested
3) Ensure preparation of OCHA ROSEA’s contributions to OCHA corporate products, including Annual Report, Global Humanitarian Overview:
- Draft content and messages for social media;
- Coordinate the production of OCHA ROSEA publications as needed, including through liaising with OCHA ROSEA’s relevant units and field offices;
- Support the production of OCHA ROSEA outreach and informational material, publicizing priority issues and/or major events in the region, to include drafting information strategies, coordinating efforts, monitoring and reporting on progress, taking appropriate follow-up action, and analyzing the outcome;
- Provide detailed and accurate minutes of meetings as required;
- Assist in the production of appeals for international assistance;
4) Act as OCHA ROSEA Focal Point on key issues
- Act as Focal point on Gender issues
- support humanitarian initiatives in the region through provision of lectures and guidance materials on different subjects (for example, Civil-Military Coordination);
- Perform any other duties as may be assigned.

VI. Recruitment Qualifications
Education: Master’s degree in Social Economics, Development Studies, Sociology, Political Science, Public Administration, International Studies, Law, Journalism, Media or related field. A Bachelor’s degree with two years’ additional relevant work experience may be accepted.
Experience: At least 2 years’ experience in reporting and/or public information with an international organization engaged in relief work is required (4 years of experience if candidate holds bachelor’s degree or equivalent).
Excellent computer knowledge (Microsoft Office applications: Word, Excel, PowerPoint) and experience with e-mail programmers (MS Outlook), Internet search engines and responsible virus-free Internet usage is required.
Experience deploying on surge assignments to support humanitarian operations in Southern and/or Eastern Africa is desirable.
Experience in the UN Common System is desirable.
Experience acting as an organizational focal point on key issues – e.g. gender, protection – is desirable.
Language Requirements: Fluency in English and Swahili is required.
Knowledge of another UN language used in the region (French and/or Arabic) is highly desirable.
