DUTIES AND RESPONSIBILITIES
Background
There are two main objectives for this consultancy.
OCHA is working on enhancing the visibility and profile of the OCHA-managed Country-based Pooled Funds (CBPFs). Building a strong identity for the funds, combined with a solid outreach strategy, are key to open up the resource base, and establish more systematic fundraising for replenishing the CBPFs. This outreach aims at highlighting the critical role these funds play in saving lives in emergencies where they are operational.
In line with the priorities set out by the Secretary General in his report for the World Humanitarian Summit and his Agenda for Humanity as well as the report of the High Level Panel on Humanitarian Financing, OCHA aims to deepen and broaden the resource base for humanitarian action. The work of this consultancy aims to putting in place a strategy to increase the reach out to current major donors and at the same time increase the donor base, involving new actors in supporting the funding initiatives relaunched through this process.
As CBPFs can be opened to donations from the general public and the private sector, the marketing specialist will investigate and advise on best techniques to start marketing the funds more effectively, conducting fundraising campaigns and developing crowdfunding for CBPFs more systematically. These efforts will have to be coherent with OCHA’s global advocacy priorities.
Duties and Responsibilities
Develop a marketing strategy for CBPFs, focusing on a more consistent and efficient outreach for the funds and aimed to increase their visibility and OCHA corporate engagement. This strategy should include a communications and advocacy components to guide all public-facing communications efforts around the value of the funds and also suggest a more consistent corporate approach, increasing the engagement vis-à-vis the funds of OCHA senior management at headquarters and Humanitarian Coordinators on the ground. This should include ways of strengthening the engagement with other OCHA branches and sections, more specifically the Partnerships and Resource Mobilization Branch (PRMB) and the Strategic Communications Branch (SCB).
Formulate practical guidance on digital fundraising, outlining how to target different markets, which messaging to use, which digital assets are more suited, etc.
Prepare a roadmap for the practical implementation of the marketing strategy – for use by both FCS staff and fund managers in the field.
General responsibilities:
Manage rebranding efforts to align all existing CBPFs and bring new attention to the funds, mindful of the requirements that each different potential market has.
Working with Marketing Communications, interface with brand desk to develop new artwork and a visual branding for CBPFs
Demonstrated ability to drive the execution of digital campaigns, tactics and programs
Work with the Strategic Communications Branch to design and plan and digital campaigns aimed to fundraise
Result of service
The successful applicant will be responsible for the development of the following products:
proper strategy for marketing CBPFs indicating the concrete tools available for implementing that strategy;
a visual branding for CBPFs
a roadmap for marketing the funds on digital platforms, suggesting best platforms for fundraising and ensuring high visibility of the impact of the funds.
Finally, the consultant will prepare an implementation plan that will serve as a footprint for campaigns which both FCS and field staff can re-use to run them in the future.
