Org. Setting and Reporting
This position encompasses sub-functional specialties such as recruitment and placement, administration of entitlements and human resources planning. Under the general supervision of the Executive Officer the incumbent reports directly to the Chief, HR Services. The Office for the Coordination of Humanitarian Affairs (OCHA) coordinates the global emergency response to save lives and protect people in humanitarian crises. We advocate for effective and principled humanitarian action by all, for all. The Supply Management and Travel Section is responsible for the procurement, asset management, logistics and travel for OCHA, both in the Headquarters offices in New York and Geneva, and in the field offices around the world.
Responsibilities
Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:
General
•Monitors and provides feedback on new human resources policies, practices and procedures to meet the evolving needs of the Organization.
•Monitors and ensures the implementation of human resources policies, practices and procedures.
•Keeps abreast of developments in various areas of human resources.
•Prepares reports and participates and/or leads special human resources project.
•May plan, organize, manage and supervise the work of the Unit/Section assigned.
Recruitment and placement
•Projects and monitors vacant posts of assigned level/group, Secretariat or mission-wide and ensures adherence to policies and procedures in filling these posts.
•Recommends guidelines on promotion and placement of staff.
•Oversees preparation of vacancy announcements, reviews applications and if required, provides short-lists to substantive offices
•Reviews recommendation on the selection of candidate by client offices.
•Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
Administration of entitlements
•Advises the Head of the Unit or Senior Human Resources Officers on the development, modification and implementation of United Nations policies and practices on entitlements.
•Reviews and recommends level of remuneration for consultants.
•Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules.
•Represents the office in joint bodies and working groups relating to salaries and other conditions of service as required.
•Administer staff in accordance with UN Staff Regulations and Rules and related policies and procedures by certifying various personnel actions for staff members, consultants and individual contractors.
Staff development and career support
•Provides advice on mobility and career development to staff at all levels in all categories.
•Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system.
Other duties
•Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
•Supervises and monitors the work of the junior human resources staff in undertaking the full range of human resource management activities.
•Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
•Develop HR change management strategies and people realignment processes for client units; provide technical and operational implementation support to the HR aspects of change processes
•Contribute to informal conflict resolution and management of formal grievance processes
•Coordinate with the Policy team on all policy implementation matters including response to crises and implementation of special measures; coordinate approval and implementation of waivers

Education
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with additional two years of relevant and qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management, administration or related area. Four years of experience in UN HR policies, practices, processes, and administration of entitlements are required. Supervisory experience is desirable. Previous experience in analyzing and drafting HR policies is desirable.
Languages
English and French are the working languages of the UN Secretariat. For this post, fluency in written and spoken English is required. Knowledge of another official UN language is an advantage.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
