Org. Setting and Reporting

This position is in the Executive Office, Human Resources Section, in the Office of the Coordination of Humanitarian Affairs (OCHA) in New York. The Human Resources Officer will work under the overall strategic guidance of the Chief Human Resources Officer and the direct supervision of the Human Resources Officer at the P-4 level.

Responsibilities

Within delegated authority, the Human Resources Officer will be responsible for the following duties:
General
•Provides advice and support to managers on human resources related matters particularly on workforce planning and analytics.
•Prepares special reports and participates and/or leads special human resources project.
•Keeps abreast of developments in various areas of human resources with a focus on HR reporting and analytics.
HR report and analytics
•Support workforce planning and analytics by producing reliable data and relevant interpretation.
•Conduct quality HR data analysis to identify trends and correlations to produce insights for management consideration.
•Develops and optimizes strategic HR reports, presentations, and briefing notes based on the analysis of workforce data, identifying client-specific workforce development issues and bringing them to the attention of Chief of HR.
•Maintain and optimize HR analytical tools, reporting dashboards to ensure accuracy and consistency of HR data to support HR analytics needs and ensuring accuracy and consistency of key data sets, reports and metrics.
•Completes monthly, quarterly and ad-hoc HR reporting and data analysis. Responds to HR data requests from HR and other functions. This includes developing queries and/or gathering data from various sources; in addition, may interpret the data to provide value added analysis.
•Identify key issues, liaise with relevant parties to maintain and improve ERP applications such as Umoja.
•Advocates the best application of HR practices, staffing, development, and organizational planning and design.
Recruitment and placement
•Provides advice on effective succession management and workforce planning through timely and accurate projection of vacancies and staffing requirements.
•Identifies upcoming vacancies in coordination with client offices.
•Provides advice and support to managers and staff on human resources related matters.
•Prepares special reports and participates and/or leads special human resources project.
•Keeps abreast of developments in various areas of human resources.
•Together with the Hiring Manager of the client office, reviews position status, coordinates preparation of classification request as needed and approves for posting;
•Reviews recommendation on the selection of candidate by client offices.
•Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.Prepares job offers for successful candidates which include the proposal of grade/step upon recruitment for Professional and above staff members for endorsement by OHR
•Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices.
•Supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts.
Staff development and career support
•Provides advice to management on mobility and career development to staff by producing reports on mobility data and compliance status of performance evaluation.
•Provides performance management advice to staff and management. Assists supervisors and staff with understanding and using the performance appraisal system (PAS).
•Maintain and optimize performance dashboard to assist compliance monitoring by staff and mangers both at headquarters and field locations.
Other duties
•Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
•Prepares classification analysis of jobs in Professional and General Service and related categories.
•Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.

•Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education

Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience in staff administration and administration of entitlements is required. Experience using Enterprise Resource Planning systems such as SAP, Umoja or similar is required. Experience with HR integrated data and system interfaces is desirable. Experience in delivering dashboards and analytics is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

The position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and availability of funds.
